Maltese Breeders in Indiana
Indiana has 404 USDA-licensed breeders — one of the highest counts in the country. A USDA license is required to sell puppies across state lines or to pet stores — these are typically the largest commercial operations and are subject to federal inspections.
Indiana has no state licensing program for breeders. This means there is no additional layer of oversight beyond federal USDA inspections, and many smaller breeders operate with no oversight at all.

Indiana breeders are overwhelmingly concentrated in two regions: the Amish communities of northern Indiana, particularly around Shipshewana, LaGrange, Topeka, Millersburg, Middlebury, Goshen, and Nappanee, and the Daviess County area in the southwest, centered around Loogootee, Odon, and Montgomery.
