Indiana has 404 USDA-licensed breeders — one of the highest counts in the country. A USDA license is required to sell puppies across state lines or to pet stores — these are typically the largest commercial operations and are subject to federal inspections.
Indiana has no state licensing program for breeders. This means there is no additional layer of oversight beyond federal USDA inspections, and many smaller breeders operate with no oversight at all.
