The kennel operator was unable to provide proof of an up-to-date rabies vaccination, as required for a dog named SAMANTHA. There were two (2) adult dogs recently entered in the kennel without rabies certificates. The kennel owner did not produce the up-to-date rabies vaccination certificates within the requested 48 hours as required.

Wardens had difficulty observing dogs housed in the barn, even with flashlight assistance.

Wardens observed dogs housed in the barn with livestock where bird droppings and nesting is a problem. Advised provide netting or similar material to eliminate the bird droppings on the dog pens. The buildings and grounds of kennels shall be maintained, kept clean and in good repair to protect the animal from injury and to facilitate practices required by this chapter. Kennels shall have an effective program that controls ingress by insects, ectoparasites and avian and mammalian pests. Evidence of insects, ectoparasites and avian and mammalian pests or conditions that would allow or encourage infestation in a kennel are indicative of an ineffective program and unsanitary environmental sanitation in the kennel.

Wardens were unable to view complete records for the breeding adults for 2022 and 2023.

The official USDA identification (tag, tattoo, or microchip) number was not recorded for puppies and adult dogs on APHIS forms 7005 and 7006. Dogs and puppies are currently being identified by name on the APHIS forms. Without an official USDA identification number, it is difficult to keep track of litters, dogs and puppies on premises, and animals sold. An official USDA identification number needs to be recorded for puppies and dogs on APHIS forms 7005 and 7006 to help keep track of animals. Correct by June 22, 2023.

This Warden viewed records indicating the kennel was operating outside its licensed kennel class and did not provide notification within seven (7) days as required.

Wardens viewed data logger readings in the kennel showing excessively high humidity readings during this inspection. It was determined that the dehumidifier being utilized was not maintained/cleaned timely making it ineffective to control the humidity level. The data logger was moved to the location specified in the engineer certification. This will be monitored in the future. This Warden directs the kennel owner to take the following actin(s): A State dog warden or other employee of the Department inspecting the kennel will at a minimum assure that: (i) The mechanical ventilation system is functional, operational and in operation. (ii) The auxiliary ventilation system is available, functional and operational and, where the temperature in the kennel exceeds 85° Fahrenheit, that the auxiliary ventilation system is in operation. (iii) The humidity control system is available, functional and operational and operating or operated in a manner that meets the standards and requirements of § 28a.4.
