Warden viewed grossly excessive amounts of excreta in primary enclosures housing dogs and the ground space beneath said enclosures. In primary enclosures housing puppies, excreta was trampled, caked and stuck on the wire flooring throughout. Piles of excreta were in primary enclosures housing adult dogs.

Warden viewed a female Bernadoodle type dog named “Tracey” who had noticeable matting and was in need of grooming.
