Further, the licensee did not implement the Program of Veterinary Care as written. First, the written Program of Veterinary Care, signed and dated 3/29/2022, did not include vaccination procedures for rabies sampling procedures for intestinal parasites, or sampling procedures for heartworm. A Program of Veterinary Care that does not include vaccination for contagious and/or deadly diseases and does not include sampling for parasites could result in essential disease prevention and detection strategies not being performed. This could lead to disease not being detected or prevented in the dogs. Second, the licensee did not follow the Program of Veterinary Care related to the administration of anti-parasitic drugs, for intestinal parasites, to adult dogs. The Program of Veterinary Care, signed and dated 3/29/2022, called for the oral administration of a mixture of ivermectin and pyrantel once per month for the prevention of heartworm disease and the control of intestinal parasites. However, medical records showed that female dogs were not receiving the monthly dose of ivermectin and pyrantel during the months they were pregnant. Failure to follow the Program of Veterinary Care could lead to harm to the animals from the inappropriate administration of medication or the development of illnesses that the Program of Veterinary Care is meant to prevent. The licensee must ensure that the program of veterinary care developed, documented in writing, and signed by the attending veterinarian includes a schedule for the following: 1) vaccinations for contagious and/or deadly diseases of dogs (including rabies, parvovirus and distemper) and 2) sampling and treatment of parasites and other pests (including fleas, worms, coccidia, giardia, and heartworm). Further, the licensee must follow the Program of Veterinary Care for dogs that is developed, documented in writing, and signed by the attending veterinarian.
