Warden viewed that the kennel owner surpassed the Kennel Class II non-commercial kennel type by transferring ownership of more than 60 dogs throughout the 2019 calendar year. The definition of “commercial kennel” in Section 102, together with the establishment of different categories of commercial licenses in Section 206(a), establish that a kennel must have one of the enumerated commercial licenses in order to transfer more than 60 dogs a year. By inference, a “Kennel Class II” may transfer up to 60 dogs a year but no more.

214 Health Certificate – Wardens observed that the kennel brought in a dog(s) from out-of-state without a health certificate, as required.

This warden viewed incomplete records on three (3) adult dogs and three (3) litters of puppies kept in the kennel. This warden advised kennel owner. All litters of puppies shall be recorded with in 2-3 days after birth, records shall be kept for two years and a record of each dog at any time kept in the kennel shall show the breed, color, markings, sex and age of each dog, the date on which it entered the kennel, the full name and physical address at the time the dogs were received of the previous owner or kennel from whom the dog was received, the full name and physical address of the person or kennel to whom the dog belongs, what purpose the dog is kept in the kennel, the date on which the dog leaves the kennel, and how the dog is dispensed. If transferred to another person or kennel, the record must state the full name and physical address of the person or kennel to whom the dog was dispensed.

This warden viewed three (3) litters of puppies born in October 2025, December 2025 and February 2026 that were on AKC litter forms. This kennel does not have approval to use unofficial state forms. This warden advised kennel owner. All records shall be maintained on forms issued or approved by the Department.

This warden could not view two (2) adult dogs current rabies certificates that were on the premises at the time of the inspection. This warden advised kennel owner. To find current rabies vaccinations or get the dogs up to date if they are not. Reinspection will be at a later date and time.
