Warden observed broken floor pieces from indoor housing facility and broken crate tray in dog primary enclosure.

Wardens observed rust on primary enclosure holding a litter of puppies, which were not constructed or maintained so that they are water resistant and may be readily sanitized. Warden observed wooden flooring under dog crate that was exposed.

Wardens observed primary enclosures that were not at least 6 inches above the head of the tallest dog contained.

Warden observed primary enclosures with coated metal strand flooring which would allow the dogs feet inside the enclosure to fall through the metal strands.

Warden observed feces in excess underneath the primary enclosure of puppy pen accumulating on ground surface.

Wardens observed multiple primary enclosures that were heavily soiled with an accumulation of debris and excreta.

Warden viewed an accumulation of dog hair, spilled food, dried feces, and debris in and around adult dog and puppy enclosures. Also, Warden viewed excessive weeds and piles of feces on the grounds of kennel.

Wardens viewed incomplete records. Wardens observed a litter of 7-week-old puppies, and a litter of 10-day old puppies that were on premise at time of inspection but were not on record. WARDEN did not view completed records of any and all 2024 or 2025 to account for kennels transfers.

Wardens observed a 2 dogs over 16 weeks of age that did not have a current rabies vaccination.

Wardens observed primary enclosures with broken floor pieces and exposed jagged plastic partitions that were not structurally sound.

Wardens observed broken and bent panel pieces of primary enclosure walls, broken floor pieces and exposed jagged plastic partitions in primary enclosures housing dogs, as well as a broken crate tray in a primary enclosure housing a dog.

Wardens observed unsealed wood throughout housing facilities containing dogs, which were no longer water resistant or able to be readily sanitized. Wardens also viewed rusted primary enclosure “crates” housing dogs which were no longer water resistant or able to be readily sanitized.

Wardens observed longer haired German Shepherd type breed dogs panting, pacing, and whining. Additionally, dogs were observed to be drinking heavy amounts of water while in this section of the housing facility. Using handheld kestrel devices wardens measured in two separate kennel areas temperatures in excess of 85 degrees and heat stress indexes above 90 degrees. Due to the conditions observed an animal cruelty referral was made to the Pennsylvania State Police.

Wardens noted a strong odor of ammonia present in kennel areas housing dogs.

One kennel area constructed of wood paneling and a black metal room had all entry points and windows closed while housing three German Shepherd type breed dogs, had a temperature over 85 degrees but lacked sufficient auxiliary ventilation to ensure the health and well-being of the dogs housed therein.

Wardens observed excess feces in primary enclosures housing dogs.

Wardens observed multiple primary enclosures that were heavily soiled with dirt, debris and excreta.

Wardens viewed an accumulation of hair, spilled food, dried feces, and debris in and around all kennel areas housing dogs.

There were excessive cobwebs and spiders in the kennel area housing three German Shepherd Type dogs.

Wardens observed longer haired German Shepherd type breed dogs panting, pacing, and whining during an inspection located in areas of the kennel with heat stress index readings above 90 degrees.

Two dogs observed, had excessively long nails.

Wardens observed primary enclosures housing dogs with broken floor pieces and exposed jagged plastic partitions that were not structurally sound.

A veterinary examination was ordered on (1) dog under section 402(a) based on warden’s observations of the condition of dogs during an inspection. Kennel failed to comply with section 402(d) because the veterinary examination was not completed within the 72-hour timeframe.

Wardens were unable to view full and complete records for all dogs kept in the kennel at any time. The records presented were missing information, such as the full name and address as to where a dog went and/or the date the dog left the kennel. The kennel owner was able to locate some of this information, but not all, at the time of the inspection.
