While doing that the dog got its arm stuck and was unable to free himself hanging there until he was found deceased. Housing facilities must be designed so they are structurally sound and protect the animals from injury. The licensee must ensure all his kennel doors don't allow for the dogs limbs to get stuck in the opening of the door between the gate the kennel wall.
