June 8, 2015 — Routine inspection, USDA 48-A-2120

  • Male Papillon not bearing right front foot

    One black, tan and white adult male Papillion ( microchip number 0A01487051 ) was observed placing no weight on the right front foot. The dog was observed holding the foot up 100 percent over a two to three minute period. The right front foot was painful when touched. The foot was slightly swollen and has a circular hairless area on the top of the foot by the toes. This area is reddened and has a moist appearance. The licensee stated that this was the first time the limp had been noticed. At the time of inspection, the attending veterinarian had not been consulted.

  • Bichon crusted right ear area

    One white colored Bichon ( Microchip number 097 343 820 ) has a crusted surface with a cream colored fluid discharge on the right side area where the ear would be located. No odor was detected coming from the ear at time of inspection. The licensee stated that she had noticed the condition and had treated the area with peroxide and Neosporin. At that time of inspection the attending veterinarian had not been consulted nor had any treatment been provided at the time of inspection.

  • Bichon muzzle offset, won't open mouth

    The upper muzzle was offset to the left of the lower jaw of the same Bichon listed above. The dog was repeatedly licking the side of its mouth. The dog displayed signs of pain by being non cooperative, head-shy and refused or was unable to open its mouth when the inspector and owner tried to examine the mouth. At that time of inspection the attending veterinarian had not been consulted nor had any treatment been provided at the time of inspection.

  • Expired medication mixed with others

    The following medication available to treat the dogs at the facility was past the labeled expiration date. The recorded expiration date on one 169 fluid ounce container of Vetrimec was 11/2014. This medication was intermingled with other products that are currently being used at the facility and is therefore ready for use.

  • Computer records missing dog IDs

    Computerized records ( Easy Kennel ) have incomplete information on eight dogs housed at the premise. No official identification was listed on these dogs at time of inspection. Complete and accurate records are needed to ensure each animals identity can be known with certainty and to facilitate the ability to trace dogs. The licensee must maintain records which fully disclose all information concerning each dog in their possession. Correct by 7/8/15.

  • Enclosures with detached panels and gaps

    An enclosure containing two dogs had an two to three inch gap between the side panels where the panels were no longer attached to each other to create the corner. An enclosure containing one dog had a side panel that had become detached from the side support structure. An enclosure containing two dogs had flooring portions that had become separated and created an approximate 1/2 to an 1 in. (depending on weight/activity of the dogs) gap. These gaps are indicative of disrepair and can cause injury to the feet, legs and heads of the dogs if they are caught and/or pinched between the two opposing structures. Licensee must ensure that all structures are constructed and maintained to be in good repair and protect the dogs from injury. Correct by 6/22/15

  • Disposition forms for transferred dogs missing (Repeat)

    At time of inspection the facility representative could not produce disposition forms for the transfer of all the dogs to another licensee. According to the facility representative the dogs were transferred at the end of October 2015. Complete and accurate records allow for accountability of all animals that were/are in the possession of the licensee and for trace backs as necessary. The licensee must document the transfer, sale, donation, deaths and euthanasia of dogs on the APHIS 7005 and 7006 forms, must retain the records for one year after disposition, and records shall be made available for the inspector upon request.

  • Unapproved antibiotic bottle in refrigerator

    One 100 CC bottle of Excede was observed in the refrigerator in the whelp building. Review of medical records did not list Excede as an approved antibiotic to be used on the dogs. There was no labeling on the Excede bottle from the attending veterinarian to show this antibiotic was approved for use on the dogs. Applicant stated that they could not remember the last time this antibiotic was administrated to the dogs. Usage of any drug without attending veterinarian approval does not ensure it is the correct antibiotic for treatment, is being given at the proper dosage rate and that it is being administrated correctly. This could lead to failure to provide measures for prevention, control, and treatment of disease. The applicant must ensure that all drugs are used in a manner consistent with the provision of adequate veterinary care to protect the health of the animals and ensure drugs are used in an appropriate manner. The applicant shall establish and maintain a program of adequate veterinary care that include appropriate methods to prevent, control, diagnose, and treat diseases.

  • Missing heartworm and fecal test records

    The applicant had incomplete records showing how many dogs had been heartworm and fecal float tested and the date both tests were conducted. The applicant stated that both had been completed but could not produce documentation to verify the number of dogs or the date that the testing took place.. Fecal float and Heartworm testing are done to ensure that there are no active internal parasites or worms. Copies of the dates and findings/results of all screening, routine, or other required or recommended tests must be maintained by the applicant as part of the required medical records. Documentation of all required tests must be made available to APHIS inspectors upon request.

    The temperature inside the refrigerator where the dog vaccines are stored is 54 degrees F according to the inspector's Kestrel. The label on the vaccines states they should be stored at 35-46 degrees F. Failure to store vaccines at the proper temperatures may affect their ability to protect the animals from serious and deadly diseases. Each dealer must use appropriate methods to prevent, control, diagnose, and treat diseases and injuries. The licensee must ensure that all vaccines are stored at the proper temperatures at all times. Correction date: End of business November 18, 2025
