On today's inspection a female tan Yorkshire Bichon Cross dog with microchip number 990000001216777 was noticed to have wounds on the inside flap of both ears. The tissues on the flaps of the ears appeared thicken. The thicken areas of the right ear was hard and the left appeared fluid filled. The fluid filled area of the left ear appeared purplish. The wounds were scabbed in the left ear and areas oozed blood and clear fluid in the right. The dog shook its head repeatedly when observed from the outside of the cage. The Licensee stated he had not seen or treated this dog's ear issue prior to today's inspection. … The Attending Veterinarian was contacted and agreed that the Licensee should be identifying all health issues and that the dog needs to be treated at the clinic. An appointment was made with the veterinarian for 10/11/2019.

The Licensee does not currently have a method of daily observation to allow for the identification of any health issues that are not easily identifiable from outside of the dogs enclosures.

The licensee did not use appropriate methods to prevent, control, diagnose, and treat an issue in a dog. Female Bichon #503 tested positive for heartworm disease on 7/15/2025. The Attending Veterinarian sent a follow up letter along with a copy of the results on 7/28/2025, giving the licensee three options for dealing with the positive test result. The licensee did not proceed with any of the options. The dog is still housed at the kennel and is showing no current signs of illness. The inspector called the office of the Attending Veterinarian and another secondary veterinarian’s office who the licensee frequently uses and no follow up services were provided for this dog in relation to heartworm disease. Heartworm disease is a parasitic infection in dogs that is spread by mosquitos. Affected dogs may show no symptoms at all, or may show coughing, exercise intolerance, lethargy, or signs of heart failure. Appropriate confirmatory testing and follow up treatment for heartworm disease is needed to ensure the health of an affected dog. Licensees are to work directly with a veterinarian to ensure they are using the appropriate methods to prevent, control, diagnose, and treat diseases in the dogs housed within the kennel. An enclosure failed to protect animals from injury. According to the licensee, a female Cavapoo was experiencing enhanced agitation secondary to labor and jumped over the partition of her enclosure into the neighboring enclosure. That enclosure contained a Bichon female and her litter of 6- one week old puppies. The Cavapoo killed the litter upon entering the enclosure on approximately 1/30/2026. Enclosures that do not protect animals from injury and do not contain animals securely can pose a danger to the animals themselves or to others in the kennel. Animals not staying contained to where they are assigned can also be a source of stress, lead to increased noise levels, and may result in trauma or other injuries. Correct by ensuring enclosures be designed and constructed so they protect animals from injury and securely contain the animals. Correct by: 3/10/2026

All surfaces in the outside runs of 5 sheltered housing enclosures are not impervious to moisture. Each run contained slats of unfinished wood that were wet with absorbed water from the morning’s wash down. Unfinished wood absorbs liquids and, therefore, bacteria and other pathogens in the liquid. These pathogens may be a source of illness or unwanted odors in the kennel. Correct by ensuring all walls, boxes, houses, and other surfaces in contact with the animals in sheltered housing facilities be impervious to moisture. Correct by: 3/16/2026

Facility records indicate that 6 dogs were purchased on 11/10/25 without following the b.canis testing requirements from the veterinary care plan.

A dog was identified at the facility needing veterinary care. The facility did not identify the issue prior to the inspection. An adult female Poodle (# 40020) has severe dental disease. A severe buildup of thick brown material (tartar) was seen covering most of the teeth on both sides with the back teeth (premolars and molars) completely encased in hard tartar. The gums were bright red and severely swollen on both sides of the mouth. Heavy buildup of tartar with severe redness and swelling can be signs of dental problems and can cause infection, pain, and discomfort to the animal. Failure to conduct adequate daily observations to assess the health and well-being of the animals with direct and frequent communication to the attending veterinarian can delay treatment leading to the condition getting worse and delays in healing. Each dealer shall establish and maintain programs of adequate veterinary care that include daily observation of all animals to assess their health and well-being and that a mechanism of direct and frequent communication is required so that timely and accurate information on problems of animal health, behavior, and well-being is conveyed to the attending veterinarian. The licensee must ensure that all animals receive adequate veterinary care at all times. Correct by ensuring that the animal is examined and treated by a licensed veterinarian. The facility is not maintaining adequate ventilation. Inside the facility none of the windows or doors were open. Additionally, there was no air flow appreciated and the air inside was muggy and stale. Insufficient ventilation can cause temperatures to increase and also may lead to excessive buildup of odors. The enclosed or sheltered part of sheltered housing facilities for dogs must be sufficiently ventilated when dogs are present to provide for their health and well-being, and to minimize odors, drafts, ammonia levels, and moisture condensation. Ventilation must be provided by windows, doors, vents, fans, or air conditioning. Auxiliary ventilation, such as fans, blowers, or air-conditioning, must be provided when the ambient temperature is 85 °F (29.5 °C) or higher. Correct by ensuring there is adequate ventilation at all times. During the inspection, the licensee opened the windows and door. Correct by 8-JULY-2026.

Enclosures are not protecting animals from injury: -In approximately 16 enclosures housing about 22 adults and 24 puppies, spray foam is located around the doorway that leads from the outside portion to the inside portion of the enclosures. The spray foam is accessible to the animals. -In two enclosures containing an adult dog and approximately 14 puppies, the carpet is noticeably frayed with long strings observed and/or too numerous to count pieces of carpet torn off. Insulation if ingested can cause irritation, discomfort, and distress to the animals. Frayed edges can be injurious to the regulated animal as they could ingest the material or could cause entrapment. Primary enclosures must be constructed and maintained so that they protect the dogs from injury. Correct by ensuring that the enclosures protect the animals from injury. Correct by 15-JULY-2026.

The facility did not maintain a complete medical record for all dogs. The facility was treating an adult female Poodle (# 40020) for a wound on the back left leg with a topical medication. The medical record documented when treatment was initiated but did not record all the days the medication was administered. Failure to maintain adequate medical records may interfere with the ability of APHIS officials to determine if the animals are receiving adequate veterinary care. Complete medical records must be maintained and include the names of all vaccines and treatments administered and the dates of administration. Correct by documenting all treatments given and ensure that medical records are complete and contain the required information. Correct by 8-JULY-2026.
