The kennel has not submitted their application to renew for 2025 as of the date and time of the inspection. There is no 2025 application received by the Bureau.

Wardens observed wood throughout dogs’ housing facilities which was not constructed or maintained so that they are water resistant and may be readily sanitized.

Wardens observed primary enclosures that housed dogs and did not provide the minimum amount of floors space as required.

Wardens observed primary enclosures that were not at least 6 inches above the head of the tallest dog contained.

Wardens experienced a strong odor of ammonia present in housing facilities of the kennel.

Wardens observed bedding, in multiple primary enclosures, that was not clean.

Wardens observed multiple primary enclosures that were heavily soiled with an accumulation of debris and excreta and permeated a strong odor of ammonia.

Per the kennel owner’s request, Supervisor Penn did a thorough review of the records post-inspection. Based on the review of the records, it appears the kennel owner may have exceeded the license limit. There are discrepancies found that need to be addressed concerning the records, rabies and license limit.

Wardens and Supervisor Penn viewed records that had been missing information and/or was inaccurate, such as when a dog left the kennel, dates of birth, etc. There are dogs listed by the owner for sale that cannot be located on record. There are dogs vaccinated against rabies for the owner that don’t match dogs on records.

Wardens and Supervisor Penn viewed rabies vaccination certificates for fifteen (15) dogs. There were certificates presented that do not match information to any dog on kennel records. Such as, the breed type and/or date of birth do not match. There are also two (2) dogs that is unclear if they received a vaccination as none of the certifications presented match their record.

Wardens viewed an excessive amount of household goods, food, and trash throughout the kennel building.

Wardens viewed records that had been missing information and/or was inaccurate, such as when a dog left the kennel, dates of birth, etc. There are dogs listed by the owner for sale that are not on record. There are dogs vaccinated against rabies for the owner that don’t match dogs on records. There are dogs listed as sold to people who did not purchase said dogs. Additionally, there are addresses and names listed on records do not exist.

Wardens viewed bills of sales for dogs purchased/brought into the kennel that, based on additional investigation, do not appear to be accurate and/or are otherwise are falsified.

Wardens were provided and viewed nineteen (19) rabies vaccination certificates. Of those certificates, not all of them matched information to a dog listed on the kennel records, such as, the sex, breed type, name, and/or date of birth. There are, at least, two (2) dogs that do not appear to have received a vaccination as none of the certifications presented match their record. Additionally, certificate(s) alleged to be for a specific dog do not appear valid as said dog would have been less than eight (8) weeks of age when vaccine was administered.

Based on evidence and information obtained the kennel owner did transfer a dog in a public place in this Commonwealth. The kennel owner has been notified and warned previously that said action is illegal.

Wardens viewed a large amount of trash bags and trash cans outside of the exercise yard that arranged to be blocking the outdoor entrance to the exercise yard.

Wardens were unable to gain access to the outdoor exercise yard to inspect as required. The kennel owner had dog(s) with aggressive behavior and was unable/unwilling to relocate said dogs to safely allow wardens access to the yard from the interior entrance typically used during inspections.
