Warden observed a build up of dried feces in outside primary enclosures and a build up of feces underneath outside primary enclosures.

Warden viewed feces on the ground surface beneath the primary enclosures of dogs that had not been removed on a daily basis.
- Rusted run panels with jagged edges
Warden viewed metal panels of the outdoor run walls that were severely rusted. Several areas were broken where the rusting was extreme and these broken areas were jagged and sharp.
- Dogs with matted fur covering eyes
Warden viewed several dogs in the kennel that had extreme matting. There were large areas of clumped fur observed throughout their bodies and the warden was unable to see the eyes on dogs where the fur was so overgrown and matted.
