An adult female French Bulldog named Mercedes (m/c 941000022874920) was shaking its head. Both ears had a rough, crusty, thickened appearance with a leathery feel. The inside of the left ear appeared swollen and reddened. The licensee said that the ears had been this way ever since she purchased the dog about a year ago. The dog was not examined by a veterinarian until August 11, 2021 during the annual Attending Veterinarian's visit to the kennel. The veterinarian's record stated that the dog had bilateral chronic otitis and that the right ear had scar tissue from a hematoma. The veterinarian prescribed ear flush, topical otic medication, oral cephalexin, and ketoconazole. The licensee stated that she gave these treatments, but the ears did not seem to improve. However, she did not follow up with the veterinarian for further examination or treatment. Delayed examination and treatment can result in worsening of medical problems and pain. Unresolved medical problems following treatment can result in continued pain and possible worsening of the condition. The licensee must have this dog evaluated by a veterinarian for proper diagnosis, must follow the veterinarian's treatment plan, must maintain a medical record, and must follow-up with the veterinarian if the problem does not resolve in a timely manner. TO BE COMPLETED BY APRIL 15, 2022.

The licensee was not able to produce a Record of Acquisition (APHIS Form 7005) for the dogs on hand.

Three Records of Disposition (APHIS Form 7006) with a total of 28 dogs did not have any information regarding the buyer or receiver of the dogs. Also, a Form 7006 for 4 dogs sold did not have any information regarding the method of transportation or the name of the carrier.

The licensee does not have a completed Record of Acquisition (APHIS Form 7005) for the dogs on hand. There is missing information for all of the dogs. Properly completed acquisition records are necessary for identification of dogs to facilitate record-keeping requirements for inventory, disposition, transport, and healthcare. The licensee must record acquisition and identification information for all dogs on hand on Form 7005 and must be able to produce these records upon request by the Inspector.

The licensee does not have a completed Record of Acquisition (APHIS Form 7005) for the dogs on hand. The date acquired is missing for 20 of the dogs and 14 of the dogs do not have full adresses for the people from whom the dogs were purchased. Properly completed acquisition records are necessary for identification of dogs to facilitate record-keeping requirements for inventory, disposition, transport, and healthcare. The licensee must record complete acquisition information for all dogs on hand on Form 7005 and must be able to produce these records upon request by the Inspector.

The licensee is not properly identifying puppies that are less than 16 weeks old. Sixteen puppies that were from three separate litters did not have any form of identification. Appropriate identification of dogs is necessary to meet recordkeeping requirements for inventory, disposition, transport, and healthcare documentation. The licensee must properly identify puppies with an acceptable form of identification, which include a cage card (if litters are not comingled), a microchip, a collar and tag, or a plastic-type collar with the required information legibly written. To be corrected by December 30, 2023.

Licensee did not use the record of disposition of dogs (APHIS form 7006) for at least 22 dogs sold since last inspection. Properly completed disposition records are necessary to facilitate record-keeping requirements for disposition, transport, and tracing of the dogs. The licensee must complete the proper records for disposition of adult dogs and puppies. To be corrected by April 3, 2024

Two litters of unweaned puppies do not have identification. Three Shi-Poo puppies were born 3/11/2025 and 3 Poodle puppies were born 3/12/2025 but there is no identification assigned to the puppies. Identification is required in order to ensure that each animal's identity can be known with certainty and to facilitate record keeping requirements for inventory, disposition, transport, and healthcare documentation. The owner must identify all live regulated animals and assure that records are kept at all times.

On the outside part of the older building there are 2 bottom door frame sections that are excessively rusted to the extent that it is mostly deteriorated and no longer has any structural strength and cannot be cleaned and sanitized. The edges are jagged and may be sharp enough to injure the dogs' feet. Interior surfaces and any surfaces that come in contact with dogs must be free of excessive rust that prevents the required cleaning and sanitization, or that affects the structural strength of the surface; and be free of jagged edges or sharp points that might injure the animals. Correction date: 1 May 2025

Inside the shelter building there were several medications and supplements. Four medications were expired or had no label. Pyrantel oral medication expired in March 2025 Clindamycin oral medication expired in November 2019 Albon oral medication with no expiration date Bottle of white oral medication with no label The use of expired medication and unlabeled medications with an unknown expiration date, is not considered to be a safe or appropriate method to prevent, control, diagnose, and treat diseases and injuries because expired drugs may be ineffective or produce other undesired effects. Animals may experience discomfort or distress due to unrelieved symptoms or unexpected side effects from the use of expired medication. The facility must ensure all medications in the kennel are not expired. To be corrected by 13 January 2026
