- Puppies' feet passing through floors
Ten puppies in multiple enclosures had feet passing through the floors of the enclosures. Flooring that allows feet to pass through it could cause the puppies to be injured or get stuck preventing nursing. The enclosures must have floors constructed in a manner that protects the dogs' feet from injury, and that, if mess or slatted construction, do not allow the dogs' feet to pass through any openings in the floor. A method of identification for all puppies less than 16 weeks of age is not currently being used. Nine puppies (5 Havanese puppies born on 14-November-2025 and 4 Poodle puppies born 20-November-2025) did not have any form of identification at the time of inspection. Failure to ensure that puppies are identified properly impedes APHIS officials' ability to ensure disease identification, treatment, and trace back, or in cases of theft or loss. Class "A" dealers shall identify all live dogs on the premises. Correct by ensuring proper identification is used, documented, and maintained for all dogs at the facility.
