A large feeder attached to the wall in the sheltered housing kennel used by 6 adult dogs had evidence of caked on feed, dirt build up, and as well as bird droppings in the top of the feeder. Feeders must be sanitized at least every two weeks to prevent the accumulation of dirt, food waste etc. A clean food receptacle is necessary to ensure optimal health and prevent the spread of disease. Two bird nests were seen directly in the sheltered housing kennel being used by 6 adult dogs. Evidence of bird droppings was seen on the wall and in the top of the feeder. Several other bird nests were noted in the building containing the kennel of the dogs. An effective program to control pests including insects, external parasites, birds and vermin must be established to promote the health and well being of the animals and reduce contamination by pests in the animal areas. There is a large container of expired safe-guard (fenbendazole) being stored in the medication cabinet. When asked if the facility has any other safe-guard available or being used at the facility the facility representative stated this is the only safe-guard on hand. The container has an expiration date stamp of January 2024. Medications being used past the expiration date have unknown efficacy and potency; thus, they may no longer be efficacious for the labeled indications of use. Correct by ensuring that the facility is using the appropriate methods to prevent and control diseases. Correct by 16 April 2025.

The facility is not maintaining adequate records of acquisition and disposition. Cage cards are used for acquisition records for litters of puppies; however, they do not contain all of the required information such as: USDA license number, individual puppy identification numbers, gender of each puppy, color and any distinctive marking, and date of disposition as required by the Animal Welfare Act Regulations subpart 2.75(a)(1)(i-ix). Accurate record keeping is essential so that APHIS inspectors can adequately identify the movement of dogs into and out of the facility, especially in cases of loss or theft. Each dealer shall make, keep, and maintain records for forms which fully and correctly disclose the information concerning each dog purchased or otherwise acquired, owned, held, or which is transported, sold, or otherwise disposed of by that dealer. The records shall include any offspring born to any animal while in his or her control. Correct by maintaining complete records for acquisition by 16 April 2025.

The facility is not following the program of veterinary care for vaccinations. The Program of Veterinary Care currently prescribes dogs will be vaccinated for rabies at 16 weeks of age, booster at 1 year, and every 3 years going forward. The facility must follow the vaccination schedule approved by the attending veterinarian in the Program of Veterinary Care to protect the dogs from deadly or contagious diseases.
