Accurate record keeping is essential so that APHIS inspectors can adequately identify the movement of dogs into and out of the facility, especially in cases of loss or theft. Each dealer shall make, keep, and maintain records for forms which fully and correctly disclose the information concerning each dog purchased or otherwise acquired, owned, held, or which is transported, sold, or otherwise disposed of by that dealer.
