Dogs locked, no exercise access
Wardens noted all dogs were locked in the kennel building and did not have unfettered clearance out of the enclosure to an exercise area. It was also noted that all outside exercise enclosures were completely clean and dry, and showed no signs of use by the dogs in the kennel.
