The indoor portion of the sheltered housing facility is dirty, with excessive cobwebs and dust accumulated on the ceiling, hair caught on the wire tops of primary enclosures, and the floor is littered with feces and debris. The degree of cleanliness on the inside of this facility is not sufficient to prevent or eliminate odors on the inside of the facility. Dirty conditions caused by inadequate cleaning can facilitate transmission of disease to the animals housed therein, as well as attract pests which can cause discomfort or pose another risk of disease transmission. All surfaces of housing facilities must be cleaned and sanitized when necessary to satisfy generally accepted husbandry standards and practices. Correct by cleaning and sanitizing all surfaces of the housing facility as needed to prevent odors, insects, pests or vermin, and to satisfy generally accepted husbandry standards and practices. The cage cards being used at the facility as identification for 32 puppies did not contain all required information. The cage cards did not contain a unique number identifying each puppy or a description and the puppies were not microchipped. Complete and accurate records are needed to ensure each animal's identity can be known with certainty and to facilitate the ability to trace all puppies. The facility shall make, keep, and maintain records or forms which fully and correctly disclose the following information concerning each dog or cat purchased or otherwise acquired, owned, held, or otherwise in his or her possession or under his or her control, or which is transported, euthanized, sold, or otherwise disposed of by that dealer or exhibitor. The records shall include any offspring born of any animal while in his or her possession or under his or her control. Correct by 07-April-2025.

The food being provided in a self-feeding receptacle for 2 adult dogs is not being adequately protected from contamination. The food receptacle has an open top and is oriented below a post holding a deep cell battery that has excessive corrosion present. The wooden frame holding the battery has an approximately 1-inch of yellow/orange/white buildup around the base and there is dried liquid residue down the frame. Failure to ensure that food is free of contamination can lead to ingestion of toxic substances and negatively impact the health of the animals. The licensee must ensure that food is uncontaminated, wholesome, palatable, and of sufficient quantity and nutritive value to maintain the normal condition and weight of the animal. Fecal testing has not been performed in accordance with the schedule that was approved by the Attending Veterinarian. Failure to follow a written and Attending Veterinarian approved schedule for sampling and treatment of parasites and other pests can lead to a delay in treatment for the animals in the facility. The licensee must ensure that sampling and treatment of parasites and other pests in accordance with a schedule approved by the Attending Veterinarian is followed. Correct by, 07-April-2025.

The facility does not have medical records as described in this section. The identification of the dogs is recorded using tag numbers that are no longer in use. The dogs are currently identified using microchips that are not recorded in the medical records. The facility states that all dogs have received the required vaccinations, but all vaccinations have not been recorded in the medical records. It is required that all preventions, vaccinations, treatments, and testing be recorded in the animal’s medical record. Failure to keep accurate medical records inhibits APHIS inspectors to evaluate the quality of medical care provided by the facility. The facility must record all treatments, testing, preventions vaccinations and all other medical procedures required by section 3.13 in medical records maintained for each animal at the facility. The licensee had multiple dogs he did not document he followed the vets corrective measures. The licensee corrected this issue during the inspection. Corrected on: 8/13/2025

The facility has not followed vaccination protocol outlined in the program of veterinary care. The facility has not administered the rabies vaccine to approximately 28 adult dogs in accordance with the approved vaccination schedule. The dogs are approximately 4 months overdue for the rabies vaccination. Failure to provide vaccinations on a schedule approved by the attending veterinarian leads to an increased risk of contagious and/or deadly diseases in the dogs. Correct by ensuring that vaccinations for contagious and/or deadly diseases in accordance with a schedule approved by the attending veterinarian are implemented. Correct by, 20-May-2026.
