This was a search inspection. Facility owner was present during this search inspection. Facility owner admitted to selling puppies to a pet store and having approximately 16 dogs on the premesis. Dogs are owned by both father and son. Sale records confirm this facility has sold to a pet store. Regulations were explained in detail. These wholsale sales of puppies without a license are in violation of Section 2.1. An application packet was provided to the owner. NO REGULATED ACTIVITY MAY BE CONDUCTED UNTIL A USDA LICENSE IS OBTAINED

Flooring. ***At least 14 enclosures housing 14 dogs, had wire flooring where the coating was not present. The wire floor coating was missing on portions of the outside part of the sheltered buildings. All wire flooring less than 9 gauge must be coated with a material such as plastic or fiberglass to protect the dogs feet. The licensee must recoat or replace any flooring that is currently not coated. To be corrected by: December 29, 2015.

There was no recorded date for annual fecal float testing for 30 dogs. Annual fecal float testing is important for the health of the animals. Fecal float testing is done to ensure that there are no active internal parasites. The licensee must ensure that all dogs are receiving vaccinations for contagious and/or deadly diseases of dogs (including rabies, parvovirus, and distemper) and sampling and treatment of parasites and other pests (including fleas, worms, coccidia, giardia, and heartworm) in accordance with a schedule approved by the attending veterinarian. Correct by 6/8/23.

The facility is not maintaining adequate records of acquisition. Cage cards are used for acquisition records for litters of puppies; however, they do not contain all the required information by not listing the color and any distinctive markings for each puppy as required by the Animal Welfare Act Regulations subpart 2.75(a)(1)(vii)(d). Accurate record keeping is essential so that APHIS inspectors can adequately identify the movement of dogs into and out of the facility, especially in cases of loss or theft. Each dealer shall make, keep, and maintain records for forms which fully and correctly disclose the information concerning each dog purchased or otherwise acquired, owned, held, or which is transported, sold, or otherwise disposed of by that dealer. The records shall include any offspring born to any animal while in his or her control. Correct by maintaining complete records for acquisition by 2 April 2025.

The licensee did not create a medical record of the administration of a DAPP (5-way) vaccine for a litter of six puppies born on 3 December 2024. The program of veterinary care states DAPP vaccines should be given at 6 and 9 weeks of age. The estimated date of administration for this litter of puppies was 7 February 2025 per the facility representative. The last recorded vaccine administration date was 14 January 2025. The licensee states that the vaccines were administered on 7 February 2025, but he did not make a record of it. Distemper and parvovirus are contagious viruses and may cause dehydration, discomfort, and stress if dogs become infected. Medical records are important for APHIS to confirm the medical care prescribed in the program of veterinary care is being followed. Correct by ensuring the names of all vaccines administered and the date of administration is recorded on a medical record which can be made available to APHIS inspectors during an inspection. Correct by 2 April 2025.
