An adult, female Shih Tzu named "Polly" (m/c# 072-789-380) was not receiving veterinary care for a problem with her left eye. The entire surface of the eye was cloudy and the normally white portion of the eye had multiple engorged blood vessels. A crusty discharge was present.

Four medications that were in the dog buildings and ready for use were expired. A bottle of Hi-Vite drops expired January, 2014; a bottle of Vetericyn spray expired November, 2011; a bottle of Clavamox tablets expired April 1, 2014; and a bottle of SafeGuard dewormer expired May, 2013.

(c)(1)(i) EXCESSIVE RUST. Three enclosures, housing a total of 6 Eskimo dogs, had excessive rust that was affecting the structural strength of the enclosures. One enclosure had a gate that had rusted to the point that it had broken completely through, one enclosure had a support bar below the gate that had large holes in it due to rust, and one enclosure had a gate with large holes due to rust. Excessive rust prevents proper cleaning and sanitization and can affect structural strength. The licensee must ensure that all surfaces are free of excessive rust and must repair or replace worn and broken surfaces. TO BE CORRECTED BY MAY 23, 2014.

(a) CLEANING OF PRIMARY ENCLOSURES. An enclosure in the whelping building, containing one adult and 4 puppies, had fecal material smeared over at least half of the floor. Also, the majority of the outdoor pens had an excessive amount of fecal waste in them. The licensee stated that it had been at least two days since the fecal material had been removed from these enclosures. Accumulated fecal material can attract pests and can harbor diseases that can affect the health of the animals. The licensee must remove excreta daily from primary enclosures. TO BE CORRECTED BY APRIL 24, 2014.

(b)(2) CLEANING AND SANITIZATION OF FOOD AND WATER RECEPTACLES. Nine food receptacles, being used by a total of 9 English Bulldogs, had a large buildup of dirt and grime. Four water receptacles, being used by a total of 5 dogs, had a green, algae-like substance in them. Dirt, grime, and algae can harbor diseases that can affect the health of the dogs. The licensee must ensure that food and water receptacles are free of dirt, debris, food waste, excreta, and other disease hazards. TO BE CORRECTED BY APRIL 25, 2014.

Sec. 3.1 Housing facilities, general. (c) Surfaces--(3) Cleaning. ***In the French Bulldog housing facility, the corners of the wall had thick cobwebs. The C purlin in the middle of the wall created a ledge that contained dirt and debris. There were bird droppings on the top railings of the chainlink gates. In the English Bulldog hoop barn, there were thick cobwebs on the outdoor portion of the sheltered building. There was also dark oily buildup on the doors, doorways and walls. The outdoor portion of the facility contained plastic type housing units that were dusty and had areas of oily buildups on them. Accumulations of waste products such as fecal droppings, dust, dirt and cobwebs attract pests, insects and vermin which increase the risk of disease to the animals. The licensee must clean these areas housing facility and assure that all surfaces are cleaned as required. To be corrected by October 28, 2014.

Throughout the facility the surfaces in the primary enclosures including walls, hinged doors, plastic shelters and walls had dust, dirt and grime on them. Cleaning of hard surfaces is essential for a healthy environment and reduces disease hazards by eliminating harboring places for diseases and pests. The licensee must remove the dust, dirt and grime from these areas and make sure that all hard surfaces are spot cleaned daily and sanitized as required. To be corrected by April 15, 2017.

The outdoor runs of the sheltered building in the tent area are excessively dirty. There are nine enclosures containing 10 adults and 22 puppies. All nine outdoor runs are over three quarters covered in fecal material. Outdoor runs that are mostly covered in feces, dirt and grime can harbor disease, lead to infection, and illness to the animals. The licensee must ensure that floors by spot-cleaned with sufficient frequency to ensure all animals the freedom to avoid contact with excreta. Correct by: 10-17-2021
